How can a game designer adjust the planet creation probabilities?
ie planet classes a,b,c and d are twice as likely to be created as classes e, f or g.

That makes two of us. I assumed that the probabilities were the same for which planet a Gen Torp would create. I haven't found any settings for changing this so in my games, I got around this by making duplicates or triplicates of the same planet in the planet editor. Kind of a backwords way to do it but it works.

Well I don't do it but I know that many ops do it that way like Taz. If you want the planet to be harder to get, use one of the already existing planets that has a probability of getting and copy it and make your changes.

That's the only way that I know of to do it, also. Your best bet is to edit the current planets to that of what you want in your game and then make copies of those that you want to increase the probability of being created, which of course will decrease the chances of the others being created.
I remember a sysop who banged a 20,000 sector, 10,000 turn private game once in which the planets were mostly stock, with one exception: there were (he said later) 50 copies of the "Gas-Vapor" planet. Planets were getting some very interesting names a few hours into the game, and the conversation on FedComm was very colorful to say the least.

Ok so where can I find the stock likelyhood's for planets? Some I know are rarer than others.

You could, except to get a sample that was accurate to within 2-3%, I'd estimate that you'd probably need to make 10,000 or so planets.
