You should be careful if you are building planets in order to get 1k align so you can use an ISS. As lewdpotato noted, as a blue/good player you want to keep your exp under 1k so you can stay safe in FedSpace. Every time you build a planet as a blue player, you gain 10 align but also 25 exp, so by the time you reach 500 align you will also hit 1250 experience and you might get attacked at Stardock!
By far the simplest way to get a commission is by posting on a red player, so your best bet is to find a friend and have him/her lower his/her align a bit so you can post a reward. You can then kill your friend and get your money back after you've received your commission.
If you absolutely can't find a friend to log in for a few minutes, here is the safe way of getting align via building planets:
1) Make sure you start with at least 10 align -- the simplest way to do this is to get taxed by the Feds, which costs 150 creds/align point. (By the way, if you have enough creds, this is a better way of getting align than building planets since you get no exp this way! You should have enough creds to get 10 align at least.)
2) Build enough planets to get your alignment to 200 (or a tad less).
3) Go to the underground and enter the wrong password repeatedly until you are "demoted" and lose half of your exp.
4) Build planets until you reach 500 align.
5) Go to the Police Station at SD and apply for a commission to get up to 1000 align.
Here's how it will work, assuming you start at 0 exp and 0 align:
1) TAXATION: +0 exp +10 align
2) 19 PLANETS: +475 exp +190 align
3) DEMOTED: -237 exp +0 align
4) 30 PLANETS: +750 exp +300 align
5) APPLY: +0 exp +500 align
END RESULT: 988 exp, 1000 align
This means that you are just a hair under 1000 exp, so you are still fedsafe. But you will probably get 12 exp easily as you play the game, and it will be hard for you to lose exp as a solo blue player ... so while this five-step method is "safe" it's not really a great idea. For that reason, I suggest you find a friend who you can post a reward on. If that fails, get an ISS the slow way -- get taxed daily, kill some red aliens or ferrengi, and if need be, upgrade a port in your home base.
