I have a question. How long does it take for the debris to clear after a port is destroyed?

The debris will clear by the percentage set every day. From the game menu press * and Check the Debris Loss Percentage= X %. That will tell you what percent will clear every extern.

Almost correct. A destroyed planet creates 10% debris per planet. If you destroy a starport you create a radiation hazard. The time it takes for this to clear is also on the * screen you mentioned.
Face the Firepower! ...then RUN!

A destroyed port creates 25% nav haz which goes away according the the debris loss %. The Radation from it clears every x days defined by rad clear cycle. If the rad clear is set to 14 days, it clears on game day 14, day 28, day 42, etc. Incidentally, the radiation does you no harm so long as you don't try to port at the blown port. It does however keep you from building a new port until the radiation clears.

also Im not sure if this is true but I have heard that radiation from a port can kill colonists on a planet in that sector. I was wondering if anybody else has heard of this?

I have never heard of that, but I've never really paid attention.

When I hit * I get the boss screen. Is there another way to look at this information? Am I not going to the right menu?

Yes I've heard of it , but it has no real baring in game.
Except for something to scare players.
The loss is programed by the type of planet and its settings.

I don't know what you eman by the boss screen. You press * at the t/h/s/x menu. That's the one after you enter the game letter at the main twgs menu, but before you press "T" to enter the game

Do you know what a period is? Try writing in sentences, it's Darn hard trying to follow your posts as they are now.
