 Does a photon wave affect combat odds?

I got killed tonight by a photon-wielding ISS driver with about 25K figs. He seemed to have an awfully easy time smoking my Gunstar with 25K figs and my teammate's ISS with 21K (he may have reloaded in between.) Made me wonder if being hit with a photon temporarily reduces your combat odds.
