I am the only player in the game and no feds were in sector 1

Wow, nice catch, Helix. The difference in density is 682, which is the density of the new pirate, Blackbane. That pirate isn't active in the current release, but I guess it's showing up in density scans. It's in sector 1, but not active. I'll get that fixed.

This pirate is he capturable or is overly protected like feds?

I've introduced a new class of characters that are like the Feds, invincible, but potentially there to provide a Fed-like interaction with evil players. These pirates won't do anything in the standard game, but I'm planning to add some extensions where the pirates will play a role, like controlling access to an evil-only ship, for example.
