that statement isnt exactly true BUT if you would like to make the planet have more warping give it large fuel storage capabities and make the Fuel production per colonists low so that it makes a lot of fuel.

That statement was never true. It costs 400 units of fuel per hop. That's it. No other delays or anything involved.
