When you've got too many figthers in fed space, are you towed into an MSL, a random sector, next to an MSL or what?

I've been looking for someone who gets towed every night but doing a density scan on the MSLs (single stepping them) doesn't turn up any ships that aren't aliens (he isn't cloaked and besides, no anomalies show up).

Where _should_ I be looking for him or is it just completely random?
