Order of Ship Attacks

 Is there any way to predict the order that names will appear in the A menu (attack)? When writing attack macros it is essential to know where a name will go, before it actually appears. It isn't in any noticable order. Is it by exp points, how long they have been in the sector? What? Many thanks.
