Hi, it sure has been a long time since I played this game and I was wondering, when you press V and it says something like "52 planets in the universe, 10% with citadels" do you round up (6 planets,) down (5 planets,) or just round off (5 planets?) also if a planet does not have a citadel in a classic game, is there any way it could get a citadel during the same day? thanks for the help
