pretty much random, but as I understodd from a thread long gone the guys who beat the conditions laid down by the feds(figs etc) by the best margin have the best odds of not getting towed(so if you got 0 figs your odds are better).

Thats whats so great about this game, the little things that no one really knows 100% for sure. Like who gets towed is random but maybe not completely random maybe fig counts effect the randomness. Got to love it!

most stuff like that that you will read is just rumors and speculation. take for example past posts on how offensive fighters worked. we were all told for 100% how they worked... yet it was untrue.
