When I first check out a game to play in, the key settings for me are turns per day, daily time limit, bust clear
if I plan on playing solo red, starting colo and Terra regen. These settings are usually the "determining" settings as to whether I'll join in the game or not.
Once I'm in the game, settings such as planetary trade, port regeneration, etc., weigh heavily on my long range strategy (which I usually plan out first day). For example, in a game where photons are disabled and colonists are limited, I'll play blue for several weeks to build a wall of Volcanics. If colonists aren't limited and photons are enabled, I'll go red and take planets as I find them.
Anyways, those are just some "off the cuff" things that I look at and how they affect my overall game plan. I play red predominantly, usually solo.
