 To defend a planet (Help/advice)

Ok need some advice, In game my base was found the other day. It currently is a level 3 cit, with about 15k fighters on it. Its only in a 1 sector dead end (hey I'm new and didn't know better when I placed it).

I have put mines in both the sector and the outside sector. What else can I do?

Should I park my IIS on the planet or in the sector? (not many fighters as I have most of them on the planet). Its several days till level 4 cit is done, then I will twarp out to a new home.

Please advise..
